EPA's Emissions Trading Policy Statement describes emissions trading and sets out general principles for evaluating emission trades under the Clean Air Act and applicable federal regulations. EPA's concept of emissions trading will allow industry and state more flexibility in meeting National Ambient Air Quality Standards at a lower cost of compliance. This paper is directed to those concerned with using emissions trading to achieve greater flexibility and reduce the costs of complying with air pollution emission standards.
