NRRI report: commission options for treatment of overcapacity

The report describes 17 options open to commissions to deal with electric utility overcapacity. Some of the options have an impact on the supply of electricity included in rates; others, on demand. The supply options range from full exclusion of excess capacity from rates to full inclusion. Options to stimulate demand to soak up excess capacity include bulk power sales, price reductions, and marketing programs. The report analyzes the effect of each option on electricity prices, fairness, and the financial standing of the electric companies. Calculations for a hypothetical utility show the effects on prices and interest coverage ratios. 2 references, 2 tables.
