Demand for road asphalt hikes residual oil prices

Prompted by the recent 5-cent-per-gallon gasoline tax earmarked for road construction, residual oil is both rising in price and dropping in supply due to increased demand for road asphalt, which has made a number of large refiners cut back on residual production in favor of the more profitable asphalt. Road asphalt has also risen in price.
