Pacific Gas and Electric Company's notice of intention to seek certification for Pittsburg Power Plant Units 8 and 9

On April 21, 1978, Pacific Gas and Electric Company (PG and E) filed with the California Energy Commission a Notice of Intention (NOI) to file an Application for Certification (AFC) of two combined-cycle electrical generating units proposed for construction in northern Contra Costa County near the City of Pittsburg (Pittsburg 8 and 9). This Preliminary Report on the Pittsburg 8 and 9 proposal was prepared pursuant to California Public Resources Code Sections 25510 and 25512. It presents the preliminary findings of fact and conclusions of law of the Commission Committee (Ronald D. Doctor, presiding, and Richard L. Maullin) assigned to conduct proceedings on the NOI. Additionally, the Preliminary Report contains a description of the proposed project; a summary of the proceedings to date; comments on the proposal from local, regional, state, and federal agencies; and an outline of those issues to be considered in future proceedings on the NOI.
