Title: Information resource management planning in the office of the assistant secretary of defense (program analysis and evaluation). Final report

Arms control negotiations and changes in the military threat have combined to create a surge in the mission requirements of the Office of the Assistant Secretary of Defense (Program Analysis and Evaluation) (OASD (PAE)). These requirements impose an increased need for information at a time of severe DoD budget reductions. Although the FY90 PAE information resource budget of $12 million meets current requirements, the ASD (PAE) and his deputies must make decisions in the future allocation and management of information resources. This information resources management plan analyzes the issues and recommends ways to reduce deficiencies in managing information resources. The management of information resources within PAE suffers from four principal deficiencies: (1) Inefficient organizational structure for managing information resources; (2) Inadequate planning for the transition of mainframe databases and applications from the Honeywell MULTICS system to the new Headquarters Systems Replacement Program; (3) Inefficient office automation for handling word processing, document coordination and distribution, forms management and electronic mail; and (4) Inadequate horizontal communication within PAE of the availability of database and information processing capabilities. This plan resommends actions needed to reduce the deficiencies. (KR)
