Unresolved issues in arms control
The book covers a spectrum of American thought and opinion. Particularly on the issue of the strategic defense initiative, their thinking mirrors the diverse conclusions of the citizenry and the public. The focus is on unresolved issues and problems. It has become ever clearer that no consensus exist on SDI in the United States or abroad except for the need to encourage and pursue future research of the type that long antedates the greater debate in the 1980s. Research and laboratory testing had been undertaken and financed by several administrations preceding the Reagan administration. The debate which has divided the nation and tested the credibility of the Reagan administration is whether SDI could replace the nuclear deterrent in the near or foreseeable future.
