The fluctuations in the primordial microwave background due to scalar-type cosmological perturbations are calculated, using a relativistic potential gauge. The empirical upper limit on any quadrupole anisotropy places a constraint on the characteristic scale of perturbations larger than the transparency domain: those with an amplitude of order unity will be at least 45 times the size of the observable universe.
