Responses of the American automobile industry to environmental protection: a study of regulatory experience

The research problem of this dissertation was to identify and analyze the responses of the American automobile industry to vehicle pollution and to examine the primary factors determining the responses. An historical review or case study research approach was used with the chronology of events divided into three segments: (1) the Pre-regulatory Era, through 1964, (2) the Policy Development Era, 1965-1970, and (3) the Policy Implementation Era, 1971-1977. These major issues were examined: the air pollution problem, government action, public opinion, technological developments and industry response. The major data source was Congressional committee hearings. Oligopoly theory and industrial organization concepts regarding the market structure-conduct-performance relationship provided the conceptual framework. The hypothesis concerned the mode of industry response and the response determinants. Five possible response modes were suggested: denying, fighting, acquiescing, passively accepting and problem-solving.
