Survey: PURPA 210 implementation

On November 9, 1978, the Public Utilities Regulatory Policies Act (PURPA) was signed into law. Section 210 of PURPA mandated that the Federal Energy Regulatory Commission (FERC) and state regulatory agencies establish rules and regulations to govern the purchase and sale of electricity from small power producers and cogenerators, in order to encourage alternative energy development. FERC regulations, which serve as guidelines for state regulators, were finalized on March 20, 1980. States then had one year in which to establish regulations implementing PURPA 210. This survey outlines how each state has dealt with this task as of September 1, 1984.
