Measurements of the spin dependence of {ital n}-{ital p} elastic scatteing at {ital E}{sub {ital n}}=183 MeV have been carried out with polarized neutrons and polarized protons. If charge symmetry holds, the two analyzing powers {ital A}{sub {ital n}} and {ital A}{sub {ital p}} must be equal. The measured value of {Delta}{ital A}=={ital A}{sub {ital n}}{minus}{ital A}{sub {ital p}}, averaged over the angular range 82.2{degree}{le}{theta}{sub c.m.}{le}116.1{degree}, is (33.1{plus minus}5.9{plus minus}4.3){times}10{sup {minus}4}. This result represents clear evidence of charge-symmetry violation in the strong interaction. The measurement agrees well with predictions from meson-exchange theory when these include the isospin mixing of the {rho}{sup 0} and {omega}{sup 0} mesons.
