A relativistic model for pion-nucleon scattering is derived by assuming pseudoscalar coupling and suppressing the contribution of the intermediate anti-nucleon states. The leading term in the model is isospin and angular momentum decomposed and partial wave N/D dispersion theory is used to generate a unitary amplitude. The leading term in an expansion in inverse powers of the nucleon mass is similar to but differs from the Chew Low model. In particular, the degeneracy between the P/sub 31/ and P/sub 13/ channel are reproduced well by the model for pion laboratory energies below 1 GeV.
