The legal and institutional climate for small-scale hydroelectric development in Georgia was studied and the barriers and incentives which impede or promote increased reliance on small hydro in the state are identified. Information is included on licensing, financing, safety regulations, tax incentives, electric power market and actions which the State could take to encourage small-scale hydro development. (LCL)
