The action proposed is the leasing of National Forest lands for development of geothermal resources. The lands involved are the Breitenbush Known Geothermal Resource Area, an area designated by the US Geological Survey as having high potential for geothermal resource development and adjacent lands leasable under Geothermal Steam Act of 1970. The Known Geothermal Resource Area (KGRA) and lands covered by lease applications cover a total of 44,283.20 acres of National Forest lands in Oregon. Development of the lands, however, would be subject to controls designed to minimize impacts on visual, recreational, water, wildlife, soil, timber and mineral materials resources. Development guidelines to be followed are presented in detail. The environment is described. The following are discussed: adverse impacts and mitigating measures; favorable effects; adverse impacts which cannot be avoided should the proposal be implemented; the relationship between local short-term uses of man's environment and maintenance, and enhancement of long-term productivity; irreversible and irretrievable commitment of resources, and alternatives to proposed action.
