The North American Electric Reliability Council (NERC) assesses the nine regions and concludes that bulk power supply in the electric-utility systems of North America will be adequate to meet projected winter peak demand and electric-energy requirements. Further, the interconnected transmission networks have sufficient strength and flexibility to avoid widespread cascading interruptions and to deliver power and energy to generation-deficient areas in emergencies. While no overall generating capacity problems are foreseen, adequate reserves depend on new generating units achieving their scheduled, initial service dates, units returning from maintenance as scheduled and unforeseen unit deratings and curtailments being minimal. Electric utilities are continuing their efforts to transfer energy from coal-fired generating units to oil-dependent areas. These transfers are causing the transmission system to be operated at or near its maximum safe loading level in certain areas a high percentage of the time. 1 figure, 4 tables.
