Three basic cost of service programs were evaluated; the New York Department of Public Service program was found to meet or exceed all standards. A manual computation of the District's revenues and expenses for a period of one year was conducted. The automated average embedded computer model is discussed. Programs required to perform marginal cost of service calculations are documented. (DLC)
