State and utility financial incentives for solar applications

State governments and utility companies are offering a variety of incentives to encourage individuals and business to use renewable energy technologies. An attempt is made to identify state and utilities that have financial incentive programs for solar technologies. Information was gathered on the effectiveness of the incentive, the reasons the state or utility adopted the incentive, and the features they would change to make it more effective.
