The National Energy Act, enacted into law in 1978, is a collection of five separate acts dealing with discrete yet overlapping areas in the broad field of energy regulation. The impact of each act on the natural gas industry is discussed. The acts include: Public Utility Regulatory Policies Act; Energy Tax Act; National Conservation Policy Act; Power Plant and Industrial Fuel Use Act; and the Natural Gas Policy Act (NGPA). The committee reports in more detail about the NGPA. Among the items discussed are wellhead pricing, decontrol of certain natural gas sales, incremental pricing, and emergency allocations. Part II is the Producer Subcommittee Report, which deals with Federal Energy Regulatory Commission actions and/or decisions as well as court decisions on appeal. Producer cases discussed include various companies involving abandonment and dedication, jurisdiction over production operations, certificate matters, warranty contracts, market-value royalty claims, severance taxes, refund matters, and action concerning pipelines owned by producers. Part III discusses specific state government actions and decisions during the year. Part IV concerns pipelines and discusses pipeline certificate actions, rates, FERC jurisdiction, emergency actions, violations and alleged violations, imports, and broad judicial activity. Part V deals with curtailment, storage, and transportation actions taken during the year.
