Reclaiming mined lands: an update

The early history of strip mining in Appalachian coal fields left hideous scars that not only marred the beauty but polluted the streams. In the environmentally aware 1960s, the Tennessee Valley Authority developed demonstrations to reclaim damaged areas. Some of the programs will now be phased out as they are supplanted by programs embodied in the Federal government's Surface Mining Control and Reclamation Act of 1977. One provision of the Act will require present coal mine operators (strip and deep) to pay into a fund to help heal the scars of past strip-mine operations. The Tennessee Valley Authority's experiences will surely provide a useful base for the future. (SAC)
