Title: International air pollution in El Paso and Ciudad Juarez

Data are presented showing that heavy metals from El Paso, Texas cross the international border into Ciudad Juarez, Chihuahua. Children in both cities had higher blood-lead levels than considered safe. Various facets of controlling the problem are discussed: international law, formal and informal policy, and economics. The possible role of a binational agency is reviewed. It is suggested that local, informal policy-making is best for the short-term solutions but that a binational agency similar to the IBWC is needed for long-term solutions.
