EPA is preparing for promulgation under Clean Air Act 111(b) emission standards for new MWC's and, under 111(d), emission guidelines for existing MWC's. The standards and guidelines will apply to MWC units with a capacity to combust 250 or more tons of municipal solid waste per day. The standards and guidelines were proposed in the Federal Register on December 20, 1989 (54 FR 52251 and 54 FR 52209). Public hearings were held in January 1990 in Boston MA, Detroit MI, and Seattle WA. These meetings were open to the public and the public was given an opportunity to comment on the proposal. Additionally, EPA received over 300 written comment letters. The report summarizes all comments and presents the Agency's responses.
