This paper considers the 4-dimensional {ital N} = 1 supergravity theory that emerges by generalized dimensional reduction of the {ital d} = 10, {ital N} = 1 supergravity coupled to {ital E}{sub 8} {circle times} {ital E}{sub 8} super-Yang--Mills theory a la Scherk--Schwarz. It is shown that the Scherk--Schwarz mechanism leads to a spontaneously broken {ital N} = 1, {ital D} = 4 locally supersymmetric theory with vanishing cosmological constant only if some non-perturbative mechanism like gaugino condensation takes place in the hidden {ital E}{sub 8} sector.
