Scale economies and reliability in the electric-power industry

Most of the literature on scale economies ignores reserve margins, which reflect the system reliability impacts of different-sized generating plants. The authors suggest an analytical framework for determining optimal expansion policies that considers both scale and reliability. They demonstrate that, under one set of assumptions, an optimal policy requires periodic expansions through larger numbers of smaller plants to demonstrate scale-reliability trade-offs. 22 references, 2 tables.
