A large-area gas Cerenkov counter for satellite studies of cosmic radiation is described. The geometry factor of the detector is 270 cm/sup 2/ sr. The counter is filled with Freon-13 at a pressure of 4 atm and has a threshold relativistic factor of 12.9. The average efficiency over the entire area is 98.5 +/- 0.2% in the forward direction and 0.85 +/- 0.15% in the reverse. With a slight decrease in forward registration efficiency (to 90%), the sampling factor can be increased to 350. Particles with insufficient energy for Cerenkov radiation in the detector are registered with an efficiency of < 1%. The angle at which the counter efficiency is reduced to 50% is approximately +/- 12/sup 0/.
