The Landfill and Resource Recovery (L and RR) site is located in North Smithfield, Rhode Island, and consists of a 28-acre landfill and a sand and gravel pit. The site is a former sand and gravel pit that began accepting domestic, commercial, and industrial wastes in 1927. In 1983, the Rhode Island Department of Health installed monitoring wells onsite to ensure compliance with State regulations, and based on sampling results, ordered the site closed. Upon final closure in 1985 the owners covered 80% of the landfill area with one foot of sand, another synthetic cover and topsoil. Eighteen gas vents were installed to vent gases underlying the synthetic cover. The selected remedial action for this site includes: access restrictions; stabilization of the steep side slopes of the landfill and installation of an RCRA cap over the entire landfill, with revegetation; collection and thermal destruction of underlying gases.
