Some states won't wait on acid rain

The federal government is moving slowly toward legislation that will impose national controls on the sources of acid rain. Since progress has been slow, several states have moved to address this problem within their own borders. Wisconsin, Minnesota, Massachusetts, New York, and Michigan are five states that have moved to reduce sulfur dioxide emissions through the regulation of their utilities and the reduction of the use of high-sulfur coal. However, it will take national legislation to solve the problem.
