Public Utility Regulatory Policies Act: issues in federal and state implementation

A key factor in stimulating competition in the electricity industry has been Section 210 of the Public Utility Regulatory Policies Act (PURPA), which removes the institutional obstacles to power generation by parties other than the electric utilities using cogeneration and renewable resources. The authors explore the reasons for the successful implementation of PURPA Section 210, and identify several policy issues which could influence its continued success. Following an overview of Section 210's specific purposes and provisions, they assess the implementation process, emphasizing critical stress points and successes. The final section discusses the policy implications of PURPA implementation. 15 references, 3 tables.
