Legal aspects of radioactive high-level waste management

The need to dispose of radioactive wastes exits regardless of how the political and legal debates now raging are resolved. The author provides technical background information before discussing current and proposed disposal methods, which he finds to be reasonable and manageable. He examines the statuatory basis for radioactive waste regulation in terms of the administrative responsibilities of the regulating agencies and the conflict which has developed between state and federal agencies over jurisdiction. He concludes that federal regulations have not wholly pre-empted the states in the area of waste disposal and suggests that political and legal factors pose more serious problems than technical factors.
