The volume opens with the testimony of 20 California congressmen on various projects either underway or proposed for the state. Projects in California, West Virginia, Florida, and elsewhere included flood control, dredging for navigation, research on wave oscillation, hydroelectric power plants and water reservoirs, and erosion control.
