Guidelines for writing uniform FORTRAN programs and the associated documentation are described. The goal of these programming guidelines is to aid in producing well structured and accurately documented programs which will facilitate future software modifications and transitions to new operating systems. These quidelines have been divided into three categories. The first describes key ideas that relate to the software development process, the second describes guidelines for writing documentation, and the third describes programming conventions. 8 refs.
