Flexi-planning key: options and paths

Faced with uncertain demand forecasts, competition, regulatory unpredictability and a host of financing woes, electric utilities are looking to a more dynamic and market-oriented approach to planning, pursuing a whole range of options for meeting customer needs, while still preserving the flexibility that is so essential for financial health. Plant-life extensions are one such option. Nationwide, almost 155,000 MW (20% of installed capacity) will be more than 40 years old by the end of the century and those plants will either have to replaced or refurbished. It is estimated that close to 50% of all utilities will embark on plant refurbishment programs in the next decade, at costs substantially lower than new construction. Purchases from other utilities with excess capacity are another obvious mechanism for meeting current demand without making the heavy, high-risk investment new plants require. The cogeneration option is also finding favor with utilities seeking additional system capacity. All of the options are discussed.
