Nuclear plant security: an emerging concern

Evidence of a growing threat of sabotage against nuclear power plants introduces the possiblity that efforts to increase security may conflict with plant safety requirements. The Nuclear Regulatory Commission (NRC) is now warning nuclear utilities to prepare inspection and operating procedures that guard against intentional as well as accidental mistakes. The evidence is so far limited to mispositioning equipment, and does not include radiological sabotage. A profile of potential saboteurs includes disgruntled or revengeful employees with less than two years of service who act on impulse, although an Insider Study also cautions utilities against unchallenged faith in tenured and uniformed security personnel. The NRC is preparing new procedures for investigating and monitoring employees before and after hiring. (DCK)
