Moving research from the lab to the field

The US R and D budget is about $120 billion a year. Half of the R and D investment comes from the private sector. The federal government has over 600 research laboratories employing about one-sixth of the nation's scientists and engineers. Their output is commonly underused or not used at all. Congress sought to correct this situation when it passed the Federal Technology Transfer Act of 1986 (FTTA). This bill aims to remove the barriers to public-private sector collaboration which is an essential ingredient of technology transfer. The authors discuss the implications of this bill, particularly as it relates to the water industry.
