Guidance manual on the development and implementation of local discharge limitations under the pretreatment program

Technical Report ·
OSTI ID:5700156
The manual provides guidance to municipalities on the development and implementation of local limitations to control conventional, nonconventional, and toxic pollutant discharges from nondomestic industrial users to publicly-owned treatment works. The document is principally directed toward POTW personnel responsible for local pretreatment program implementation. In addition, it is intended to assist POTWs which are not required to develop local programs but must develop local limits to prevent recurrence of problems and to ensure compliance with federal, state, and local requirements. Issues included: (1) the legal and regulatory bases for local limits; (2) relationship of local limits to other pretreatment regulatory controls; (3) approaches to identify pollutants and sources warranting local limits control; (4) sampling and analysis to support local limits development; and (5) several technically-based approaches for local limits development. Greater emphasis and more detailed information is given on scientific, engineering, and operational issues integral to limits development, than on policy and procedural matters. Appendix A refers to several other EPA guidance materials. There are Appendices A-M.
