RBCA approach to free-phase LNAPL recovery

Traditional LNAPL cleanup criteria are rarely achievable with either conventional or innovative technologies. A risk-based approach to LNAPL recovery is the only way to meet the {open_quotes}removal to the degree practicable{close_quotes} dictum of most environmental regulations. This paper proposes a system for evaluating site-specific LNAPL cleanup criteria that is patterned after the ASTM RBCA dance and accounts for the mobility of the LNAPL in the subsurface, the limitations of engineered solutions, and both direct and indirect LNAPL exposure pathways. It allows for using traditional criteria at those sites where such criteria can be, met, while offering a tiered approach to defining less stringent criteria at most other sites, and taking a no-removal action or technical-impracticability waiver at some sites. A case study is offered as an example along with caveats for taking the risk-based approach.
