Few would still question the need to protest the environment and preserve natural riches and resources. The most rational and promising response at present is the development of closed cycles which yield no effluent and little waste matter - culminating eventually in waste-free production. The coking plant at the Cherepovets I and SW has drawn up a complex program of measures to protect the environment, covering: the search for useful outlets for waste matter and the development on the basis of valuable secondary materials; the recycling of solid and liquid wastes in the carbonization charge; the construction and development of closed water supply cycles for heat exchangers and processing equipment; the improvement of biochemical effluent purification systems; and the construction of local systems to eliminate discharges to atmosphere from chemical apparatus and the like. The search for ways of converting liquid and solid chemical wastes into saleable products has led to the utilization of polymers formed during wash-oil regeneration. Still bottoms from crude benzol rectification are used to produce putties and greases. Annual sales of both still bottoms and polymers have reached 3500 tons each, and the extra plant profit is approx. 100,000 roubles. Great efforts are made to find ways of utilizing the jig tailings, which represent a heavy burden of waste from coal cleaning operations. In collaboration with various other organizations, we are exploring ways of converting them to building materials. The simplest and soundest way of utilizing chemical plant wastes is that proposed and developed at Niznii Tagil, viz., the production of a water-oil emulsion which can be added to the carbonization charge. It has been adopted at Cherepovets.
