Construction of Skagit/Hanford nuclear project, units 1 and 2, Washington

Issuance of construction permits to several applicants for the construction of units 1 and 2 of the Skagit/Hanford Nuclear Project on 1,200 acres within the Hanford Reservation in Benton County, Washington is proposed. Applicants to which the permits would be issued would include the Puget Sound Power and Light Company, Pacific Power and Light Company, Washington Water Power Company, and Portland General Electric Company. The site would include 640 acres of land acquired in fee title and 560 acres of land on which easements would be acquired. The nuclear plant would utilize two light-water-moderated boiling-water reactors. Exhaust steam from the turbine generators powered by steam produced by the reactors would be cooled by a condenser, and resulting waste heat would be dissipated to the atmosphere by round mechanical-draft cooling towers. The cooling water would be drawn from the Columbia River, and the cooling tower blowdown would be returned to the river for discharge via a diffuser. Power generated by the units would be transmitted to the area power grid. Positive and negative impacts of the proposed project are discussed.
