Witnesses from the Environmental Policy Institute and Center, the Tennessee Valley Authority, and DOE discussed alternative financing options for the Clinch River Breeder Reactor (CRBR), specifically TVA participation. W.F. Willis of TVA described its obligations to purchase the electrical output and to provide energy to the plant prior to startup, but warned that current demand forecasts will mean that TVA would not exercise its exclusive option to buy the plant until 1994 at the earliest. TVA is willing, however, to wheel the power to neighboring utilities, and continues to support the project. William U. Chandler of the Environmental Policy Institute and Center presented evidence that the capacity provided by CRBR is not needed, and that its revenues will be inadequate.
