Representatives of the environmental agencies of Illinois, Georgia, Delaware, Minnesota and Maryland, and the State and Territorial Solid Waste Management Officials and representatives of local governments in Minnesota spoke at two hearings, one held in Rockville, Minnesota on the impact of a 26% budget reduction of the Environmental Protection Agency (EPA) and the agency's intent to phase out the grant program for states. Witnesses discussed the merits of alternative financing mechanisms, such as user fees and interfund transfers, and emphasized the need for federal financing and technical assistance for federally mandated programs.
