Mercer County off-peak fare-free bus demonstration

A system-wide, off-peak fare-free bus demonstration project is being conducted in Mercer County, New Jersey to study effects of fare-free bus operation. Data collected for 2 1/2 months of operation are presented. Since implementation of the fare-free service, Mercer Metro off-peak ridership has increased approximately 45 to 50%. This equates to an overall system-wide ridership increase of about 10 to 15%. One effect of the fare-free operation has been to increase bus run times, caused in part by accompanying increases in the occurrence and length of bus delays in the downtown area. The percentage of filled bus seats has changed from about 10% before the demonstration, to over 50% after the off-peak fares were eliminated.
