Joseph J. Tribble of the DOE Office of Conservation and Renewable Energy testified on the first day of a two-day hearing on the $40.9 million DOE budget request for research and development (R and D) on vehicles and engines in 1984. Congress reinstated funding in 1983 after it was dropped by the administration, and the 1984 request is smaller than the 1983 appropriation. Justification for continued R and D in this area is based on the continuing US vulnerability to oil imports. Mr. Tribble emphasized the administration's reliance on highway energy prices to provide the incentives for conservation. Witnesses on the second day described the Stirling engine program and gave status reports on the major heat-engine R and D programs. An appendix contains additional material submitted by the United Auto Workers favoring government participation in the commercialization process. (DCK)
