A policy plan to ensure adequate, safe, low-cost supplies of energy and water for the citizens of Ames, Iowa recognizes the advantages of voluntary measures and the concentration of expenditures within the local economy where possible. The report describes the formation of the plan after a public study of energy and water concerns unique to Ames and a weighing of recommendations from each sector by the steering committee. Only the recommendations with widespread support are included in the final plan, which presents the costs, benefits, and priorities of 48 separate policy initiatives. 3 figures. (DCK)
