Aiding synfuel industry will help end OPEC bind

Rep. Moorhead says that legislative proposals for development of a commercial synthetic-fuel industry means that 5 to 10 large plants can significantly reduce oil imports. A system of loan guarantees and either price or purchase guarantees will allow this development to be financed primarily by the private capital market, he contends. After comparing various proposals, Mr. Moorhead concludes that national security considerations alone should preclude a free-market approach without any government assistance. Beyond that, he argues that government assistance to accelerate import substitution with domestic products will have economic benefits. The few plants needed to accomplish this should not have enough environmental or health impacts to justify foregoing synfuel development, he feels.
