The reporting responsibilities of the Environmental Quality Committee for the purposes of this annual review cover those major environmental statutes not covered by the Air Quality, Water Quality, Urban Environment or Public Lands and Land Use Committees. This year's report includes significant developments during the calendar year 1978 under the National Environmental Policy Act (NEPA), the Toxic Substances Control Act (TSCA), the Resource Conservation and Recovery Act (RCRA), the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), and the Endangered Species Act (ESA). Each act is discussed in terms of major activity during the year--legislative, judicial, and administrative. While there was no major legislative overhaul of NEPA during 1978, one attempt to modify its requirements in specific situations was successful. The amendment concerned the Colorado River Basin water projects. The courts were asked to resolve a broad range of issues involving the application of NEPA. Most of these cases involved judicial determination of the circumstances in which NEPA is applicable to Federal agency action or the adequacy of action taken by Federal agencies in discharging their responsibilities under this statute. Under the Resource Conservation and Recovery Act, the Environmental Protection Agency proposed major regulations necessary to implement Subtitle C (Hazardous Waste Management) and Subtitle D (State Solid Waste Plans).During 1978 significant legislative changes were made in FIFRA by the Federal Pesticide Act of 1978. The changes were in provisions concerning registration, data sharing and disclosure, state responsibilities, and miscellaneous matters.
