Insight on: natural gas deregulation

The fourth in a series of symposia held by the New England Energy Conference focuses on how accelerating natural gas deregulation will affect New England. The phase-in outlined in the Natural Gas Policy Act (NGPA) is outdated and based on false assumptions. J. Hunter Chiles of DOE outlines a fairer schedule for reaching oil-price equivalency that equates natural gas price with No. 6 fuel oil, but he notes the political aspects of budget deficits and windfall profits. Edward Burke of the Rhode Island Public Utilities Commission argues that accelerated deregulation is unfair to those who agreed in 1978 to convert from oil to natural gas. Other speakers argued that certain manufacturing processs that require natural gas will put industry in a bind to meet stockholder obligations, that deregulation will lock in New England's dependency on oil, and that only the oil companies will profit from accelerated deregulation. An oil company spokesman pointed out that price is the most-effective proven incentive for conservation. (DCK)
