This paper reports that domestic oil consumption is estimated to increase from 1.026 million bopd in 1989/90 to 1.726 million bopd by 1995/96, an increase of 68% in just six years. In the same interval, domestic oil production is expected to rise by only 30% from 665,500 bopd to 868,750 bopd. Therefore, India plans to intensify exploration and exploitation, including deepwater, difficult and remote areas. Foreign oil companies again will be asked to submit tenders for exploration contracts. The Fourth Round of bidding will be composed of 62 onshore and 33 offshore blocks. The previous three rounds since 1979 offered a total of 109 blocks, and in the last round (the third) in 1986, five foreign oil companies signed production-sharing contracts for nine blocks covering 46,300 sq mi.
