Standards of performance for the control of volatile organic compound (VOC) emissions from reactor processes in the synthetic organic chemical manufacturing industry (SOCMI) are being promulgated under the authority of Section 111(b) of the Clean Air Act. These standards apply to new, modified, or reconstructed SOCMI reactor processes, the construction or modification of which began on or after the date of proposal. The document contains a summary of comments received during the public comment period following proposal and responses to those comments including the rationale for any changes made to the standards since proposal.
