Distribution management systems: Functions and payback

This paper describes a Distribution Management System (DMS), a new concept in electric utility computer control systems. The scope of a DMS is described in terms of its functional layers. These layers include supervisory control and data acquisition, distribution system analysis applications, substation automation, feeder automation, and links to other distribution-related computer systems, including customer interface automation systems. The functions that apply to each of these layers are discussed, and for each of these functions, potential benefit areas and costs are discussed.
