Whereas improving delivery of health or education services is a straightforward concept to which telecommunications technologies may readily contribute, improving environmental services conveys different ideas to different of the contending parties. Most of the paper considers existing and potential uses of telecommunications in the environmental arena, focusing on information exchange among and between the three major actors: government agencies, regulated industry, and environmentalists or citizens.
