Relativistic corrections to electro-dipole transition rates in quark-antiquark bound states

Relativistic corrections to quarkonium energy levels and electric dipole transition rates are calculated using a potential model with Breit-like correction terms. A Richardson-like nonrelativistic potential is used, which incorporates the softening of the Coulombic coupling at small distances. A consistent description is found with both electric confinement and tensor quark-antiquark forces at a distance beyond that at which perturbative QCD should be valid. The preliminary masses of the chi/sub b/ and chi/sub b/' levels are described satisfactorily. The transitions UPSILON'' ..-->.. ..gamma..chi/sub b/, suppressed in some nonrelativistic models, are predicted to be observable here.
