Source book for western coal/energy development

The purpose of the Source Book is to provide local planners and decision-makers with selected sources of published and unpublished documents, library facilities and bibliographic retrieval systems, data files and information systems, maps and aerial photos, technical assistance, and financial assistance. Also included under these headings are sources of more detailed information and data about issues dealt with in the Fact, Forecast and Methods books. The Source Book embodies two secondary objectives: (1) to distill the vast amount of information available and continuing to be generated into a highly structured and selective compendium of data/information sources; and (2) to serve as a source of backup references for forecasts, facts and methods presented in the companion volumes of the Western Coal Planning Assistance Project (WCPAP) Reference System. The diversity of needs for information and analytic tools among planners and decision-makers at various levels of government and in the private and public sectors was recognized at the inception of designing the Planning Reference System. It was also recognized that a specific focus was essential if the Reference System was to be of value to potential users. It was therefore decided that the WCPAP Reference System would focus primarily on the local concerns of coal/energy development. The orientation of the Source Book reflects this focus. Data/information, technical assistance and funding sources have been selected for inclusion based on their: quality, (i.e., clearness of presentation, empirical content, accessibility to local users, theoretical soundness); appropriateness to the western coal area local planning environment; and currency (are they recent enough to be relevant to present conditions).
